DNR Game Manager Richard L. Hall Receives Prestigious Award

From the Northeast Association of Fish and Wildlife Agencies

 

  Richard (Dick) L. Hall, Supervisor of Game Management for the West Virginia Division of Natural Resources (DNR), received the prestigious William T. Hesselton Memorial Award during the 62 nd Annual Northeast Fish and Wildlife Conference which was held last month in Burlington , Vermont . This award is presented annually by the Northeast Wildlife Administrators Association ( NEWAA ) to a wildlife professional from the Northeast Region who has made significant contributions to the wildlife profession that further the ideals and integrity of the Sport Fish and Wildlife Restoration Program.

 

  Dick Hall is a 38 year veteran of the DNR's Wildlife Resources Section. Immediately upon receiving his Master's degree in Wildlife Management from Southern Illinois University in 1967, the DNR was fortunate to hire Mr. Hall as a District Wildlife Biologist. Recognizing his effective leadership skills and administrative talents, the agency soon promoted him to Supervisor of Game Management.

 

  “Dick Hall has served the DNR and the citizens of West Virginia in an exemplary fashion for more than 38 years,” noted NEWAA Chairman Steve Weber when making the award presentation. “He is truly the consummate wildlife professional, and throughout his long career Mr. Hall has proven himself to be an exemplary employee with both integrity and an outstanding work ethic.”

 

  The quality of Mr. Hall's work reflects high professional standards, and he excels in the supervision and leadership of his staff. His duties are broad, varied and complex. The following is a partial list of his contributions.

 

•  He administers all wildlife management activities on 73 Wildlife Management Areas and nine State Forests located in West Virginia totaling more than 444,500 acres, and coordinates extensive wildlife management activities on more than 1.1 million acres of National Forest land.

 

•  He coordinates and administers all Game Management activities within the DNR's six administrative Districts.

 

•  He reviews, evaluates and makes recommendations associated with the DNR's land acquisition efforts for enrolling these new properties into the state's Wildlife Management Area program.

•  He coordinates delivery of technical assistance to private landowners interested in managing their property for wildlife.

 

•  He coordinates the development and delivery of Game Management programs by skillfully combining the input of professional staff and the public (e.g., develops proposed hunting and trapping regulations, monitors trends in wildlife populations and wildlife-associated recreation, administers public land management activities, etc.).

 

•  He coordinates enhanced Chronic Wasting Disease (CWD) surveillance and management efforts as identified in his agency's CWD Incident Response Plan.

 

  “ Dick Hall is truly one of the finest examples of the dedication and commitment demonstrated by so many of our colleagues in the wildlife management profession,” said Paul Johansen , Assistant Chief for the DNR's Wildlife Resources Section. “Without question, Dick Hall is the man who ‘keeps the wheels on' West Virginia 's Game Management program. His dogged determination to ‘get the job done right' has allowed our agency to move forward and achieve outstanding successes in the field of wildlife management.”
